There are currently no federal audit requirements for election technology. The Holt bill mandates the creation of state election audit boards which are required to conduct random audits, as well as additional audits when election outcomes come into question. The bill’s audit requirements are supported by computer and statistical experts as a practical, effective way to ensure that election technology functions properly. The bill authorizes the use of federal funds to cover the costs of these audits. This requirement takes effect beginning with the 2008 presidential elections.
